What is self hosted blog? How can I create a self hosted blog for free?

  • I want to know the definition of self hosted blog. In many jobs of writing in blog in microworkers.com, I have seen that the employers don't accept the job if it is done in free hosted blogs on wordpress.com, blogspot.com etc. They mention that the blog must be self hosted. They also mention PR1 / PR2 blogs. How can I complete these jobs properly?
