How do you block ip address?

How come this forum website was able to block my ip address if I had a dynamic ip address?

  • This stupid website called OrientExpat blocked me because I created multiple accounts on there. I created it as back ups not to troll. I called my ISP and they said I have a dynamic ip address which changes every often so. How were they able to block my ip address if I had a dynamic ip address ?? I find it very strange because people said that dynamic ip addresses changes often. I have a dsl modem which is connected to a wireless router.

One man's "often" is another man's "hardly ever." With my current ISP, I go through about nine IP addresses a year. (Of course, you can always run a dialup, and you'll almost never get the same IP twice in a row.) And why would you need a backup account, anyway, unless you were expecting to be banned?
