HELP SENDING PICTURES THROUGH HOT MAIL!! fast please?

Windows Mail (cablespeed) receiving BUT NOT SENDING emails. Please help!?!?

I have Windows Vista (Inspiron 1720 computer) and I am not able to send any emails.. however, I am able to receive emails with no problem. I am getting this error message: The connection to the server has failed. Subject '', Account: 'mail.chrlmi.cablespeed.com', Server: 'mail.chrlmi.cablespeed.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10013, Error Number: 0x800CCC0E Can anyone help me out? I've called Cablespeed support and they weren't much help. (I deleted my email account and re-added it... I've changed the email server name... but it's still not working) My dad and I have turned off my Norton email security which makes it work... but that shouldn't have to be the case. Please help me!!

This is a bit of a long shot.. are you actually connected cablespeed itself when you're trying to send? As in not using wifi elsewhere or something like that? Some places restrict the usage of their outgoing mail when not specifically on their service.
