Can I buy a 99 cent iTunes game and have 98 cents in iTunes and not get charged with a bill?

if you have like money already saved into your itunes account then the 98 cents will be where they get the money first and they will just be left to charge you for the 1 extra cent. they always charge from the money you have saved on itunes first.
