Can you install plugins to your minecraft server without bukkit?

Me and my friends have a minecraft server and we want to install plugins, but we don't know if we need bukkit, is there a way to install them without plugins?

Yes you can. You can create a hmod server. Or a Spout server, although spout is still in early development. However you can not install bukkit plugins on a hmod server, or hmod plugins on a bukkit server. They each have sets of plugins for their api. However at the moment Bukkit is the best developed modded server type. If you were to use hmod you would be taking a step back. So really bukkit is your only option. There are a few other modded server types out there, but they are not widely used.
