Its not you logging to a website, it's connecting to the internet. (that's when you get your IP Address). there are several solutions, programs that can do that for you, or your ISP (Internet Service Provider, ) when you sign-up you get what's called a STATIC or DYNAMIC IP address Static: will always remain the same and never change... Dynamic: will change everytime you connect to the internet, if you have a router, its everytime your router connects to the internet. I suggest you contact you ISP and get them to give you a dynamic IP instead of a static...

you have to contact your ISP and see if its possible, but doubt it. The IP adress belongs to the ISP.
You can use something called TOR (the onion router). What TOR does is mask your identity while browsing on the internet. It does this by sending your traffic through a huge network of TOR servers. All the traffic is encrypted and when your traffic comes out of the other end of the TOR servers it uses the last ones ip address.
