i cant open internet options through IE8 or control panel, i aslo cant open any attachments through e-mail, i have tried to download firefox but i cant download ANYTHING, this is gettin on my nerves really bad, can someone please help!!!!! im desprate

Sounds like you have some sort of malware... Get a friend to download and copy to CD/DVD etc for you to install, then run full scans with these (free) programs... http://www.malwarebytes.org http://www.superantispyware.com Then re-start.
