I cant open internet explorer.

Help! my roomate's computer is spazzing out and she cant open internet explorer?

It keeps giving her an error that they can't "locate a program to operate that file" or something. and if you DO open internet explorer, it immediately says it has stopped working and closes itself. She uninstalled mozilla firefox because IT wasnt working completely either, and we were going to reinstall it...but now we cannot get on the internet to re-download either one! what can we do???
