What Is The Minecraft?

Cannot connect to minecraft.net? I seriously don't know what to do.?

Okay, so I just recently got a new computer, and every time I try to log in to minecraft, it says "cannot connect to minecraft.net". It also won't let me click on "play offline" and right under the 'play offline' button, it says "not downloaded". The server isn't down, because my brother can get on minecraft on his computer. We share the same account, so that's not the problem, either. I've deleted the .minecraft folder and minecraft itself, I have re-downloaded it, I have the latest version of java, I've allowed minecraft and java to come through the firewall, so what could it be? I don't understand, at all. I've asked this question thrice in the past 6 hours, and none of the answers have helped. I'm using Windows 7 Home Premium, if that tells you anything. Help?
