How exactly do Pocket WiFi devices work?

For example, this Vodafone Pocket WiFi thing: http://cdn.idg.com.au/mim/prodid/9971/vid/0/angleid/7/resid/18 What I want to know specifically is, does it provide an actual remote broadband connection on it's own, or is it simply a portable router that must be in range of a real modem in order to provide internet access? Like can I carry it around in my shoulder bag while I surf the web on my iPod Touch? I need to know before I commit to buy one.
