How can I set a permanent delete to only recycle?

When I delete the files on my laptop, only those that are on the desktop will go to the recycle bin, and those in other locations will be permanent deleted. How can I set all of my files be recycled instead of being deleted permanently? So when I delete files anywhere, it'll ask me "Are you sure you want to move this file to the Recycle Bin?" And not "Are you sure you want to permanently delete this file?" In the Properties of the Recycle Bin, I have "Do not move files to the Recycle Bin. Remove files immediately when deleted." unchecked, so I don't know why my files wouldn't all be recycled only. No matter if I hit the Delete key, or if I drag the files to the Recycle Bin, if they're not on the desktop, they're be gone forever. Thank you for helping!

Files not on your hard drive can't be sent to the recycle bin. There's no option to make that possible.
