Cant change shell value using command prompt regedit.exe help!?

my windows vista boots to a blackscreen with mouse pointer at start up,i cant acess windows or any safe modes so i use my windows cd for commant prompt,ive seen other solution saying to change the shell value in the registry key to "explorer.exe" mine says Shell= cmd.exe /k start cmd.exe but when i change to explore.exe and restart the computer it goes right back to this -- shell=cmd.exe /k start cmd.exe how do i change it so it stays changed?

If windows won't start, your problem is probably more than just a registry entry. You may need to reinstall Windows.
