How to open the dialog box dynamically in iOS?

Dialog box that says "open folder" (or file) doesnt show up after i finish downloading a file from internet?

• when you save a file (any file) from the internet, a dialog box appear that says "save" or "open" file right?! if you chose the save file option, a window will appear that shows the progress/status of file being save (1% -> 100%). after the file is saved there should be a dialog box that says "open folder" or "open file", my computer used to say these, but all of a sudden this message doesnt show up! can anyone help me. i tried searching for a solution from the internet but didnt get any answers. i want that message that says "open folder/file" to show up after downloading a file off the internet. i tried system restore, but still the same. i got windows xp sp3. i tired also going to the folder option, and check the one that says "confirm open after download" , but its still the same. i just want that meassage/dialog box to appear that says "open folder/file" after i download a file from the internet (any file like .rar, .jpg etc.).

  In the window that the download is in right click the downloaded file you need to use then your options will be there.
