what is a (The Billing Name on the PayPal Account ) what does that mean please can some one link me and example or give me one. another thing can someone show me what the steam messege should look like so i can make sure its right

Steam and PayPal are two separate companies so I'm not sure how you could "recover" a Steam account through PayPal. A PayPal billing name is the name used on your PayPal account identical to the name used on the credit card or bank account linked to yourt PayPal account
