How to fool an IP address Tracer into believing another IP address?

IP address tracer...?

Hi, I was talking with someone and they told me that they lived in the uk. But there was a few reasons why I didn't believe them. Anyway I uploaded a php script to a free host and sent them the link so I could find out their IP address. I used the website http://www.ip-adress.com/ to trace the IP and received this information: Decimal: 3032283086 ISP: Broadband Pacenet Pvt. Ltd Organization: Broadband Pacenet Pvt. Ltd Services: None detected Type: Broadband Assignment: Static IP Country: India State/Region: Delhi City: Delhi Latitude: 28.6667 Longitude: 77.2167 Does this mean that they live in india and not the UK? and how certain would this be? 100% positive that they are in India. Broadband Pacenet Pvt. Ltd is only in India.

They could be using a PROXY Server located in India. It is quite IMPOSSIBLE to trace an IP address back to the end user. When you trace an IP address, as far as you will get is the Internet Service Providers DHCP server that assigns the IP address. To find the exact location of the end user takes a court order presented to the ISP (at least in the United States and Australia).

All it means is that they visited you through a device in India... If they used a proxy server they could live in UK, otherwise they lied to you.
