Transferring files from laptop to android phone without internet or wires...?

At the moment I use Skifta, an app which allows me to stream files from my laptop to my phone wirelessly when I am connected to my home network. However, is there a way to access my laptop files from my phone, locally (i.e. within a certain range of the laptop) without having both my devices connected to an internet connection? I read something about ad hoc, dunno it might help :S
