How do you text from the computer?

How do I make my computer say highlighted text out loud?

• I keep hearing about something some people have on their computer (it's supposed to come with the computer software i think but i'm not opposed to downloading it if necessary) that allows them to highlight text on their computer screen (not like the program where you type stuff in and it says it, i know about that one) and it says it out loud. Does anyone know where I can find that application so I can turn it on? I have Windows Vista.
