How do I set up a wireless router & web server so that web requests are first directed to a default web page?

Assuming one knows how to set up a wireless router/firewall as an Internet hot spot, and that they know how to set up a web server and forward port 80 through the router/firewall to the web server .... how do you configure it so that anyone using the wireless Internet will first be directed to a default web page when they try and go to any other web page?
