So I have a pretty bad virus right now. It has take over all administrative power. Cant open any .exe files?

I got a bad virus from god knows where and i cant open any .exe file. This means: 1) I cannot open command prompt, so dont give me any answers that involve opening command prompt cause it blinks for a second then disappears when i open it. 2) I cannot run any type of virus scan, when i click to run a virus scan nothing opens. 3) I Can, however, open registry editor, but have yet found any registry keys that are the virus. 4) Ive tried downloading every possible virus/malware scanner out there and they will install partially but not open, or wont install at all. 5) It also causes me to get directed to random pages when i click most links from google, i can only view the cached version. 6) My safemode is also corrupted by the virus 7) Finally, when i reboot windows, both normally and in safemode, i have to manually start explorer.exe my going to the task manager>New Task>and type in explorer.exe. any help would be wonderful, i have been spending about a week trying to figure this out and got nowhere. thanks
