Power off the box, open the case, careful here, remove the PWD Jumper from the Motherboard, it is usually near the CMOS battery, restart the machine, should say All Passwords Cleared, power off again, replace the jumper, case, power on, hold F4,F8 or Del key, enter BIOS and put in new passwords, done.

Without Administrator rights you cannot. That is what an Administrator is for, to stop unauthorised people changing things.
