If you are going to make a video file smaller, you are going to lose some quality. That is true as far as I know. However, the amount of loss in quality can be greatly minimized. Get a program called VirtualDub. http://www.virtualdub.org/download.html This program can be used to encode an AVI file using different codecs such as DivX. I found that DivX encoding works really well with AVI files, and the loss in quality most of the times is really minimal. If your source file is not AVI, then you can search online for different converters. For example, if you have a MOV file, then you can download Pazera MOV to AVI. http://tiny.cc/lnt27 It works quite well.

theres no way, its impossible. soz 650 mb is quite small for a film of about 1.5 hours
