Windows 7-can't change desktop background to tile or other settings?!?

I have windows 7. I tried clicking save or apply or changing it to even one of its own background to tile or centred. For some reason it doesn't happen at all! Many people have this problem, as I researched. Why does it have to be like this, and how can I fix it?

Answer:
Windows 7 has a program called Aero installed on it. Make sure that your current graphics card meets the minimum requirments for the OS. Of you want to find out, you can go to the Start>Rightclick Computer>Properties. Once the window opens, you will see an area that speaks about your computers performance. From here you can check to see if the graphics card is capable of using Aero. Good Luck
