It is possible though may be difficult. A lot depends upon the intricacies that may be desired in the image you want to create. Do you what shading? Light from a specific angle? Create the background by creating a new image (with text), to reduce the possibility of scaling, make the back ground as near to the size of the images of the two people combined for width. (If too wide after creating the combined image, it can be cropped. Save the file as a psd once created...than... If the photographs of the two people are visually about the same distance (camera to subject), also have similar lighting; as such, the people would be appropriate in height and light, then it would be extrapolation of each person from the individual photographs and copying them into the background you have created However if the individual photographs, were taken from different distances, than scaling becomes involved in order to accomplish. Scaling can be challenging so an image being scaled does not become proportionality incorrect.
