When I run an application from the taskbar in Windows 7 it duplicates the icon?

When I run an application from the taskbar in Windows 7 it duplicates the icon. The new icon goes away when I close the program, so it's only temporary, but it is still very frustrating. How do I fix this? It doesn't happen with all of the programs in the taskbar. Right click on the taskbar and select properties. On the first tab (Taskbar) about halfway down, it says "Taskbar buttons:" Make sure it says "always combine, hide labels". Then click Apply.
