How to make a HQ picture from a HD video?

Hi. I need photographs, but I have only video. I know that there are programs that can make a photo from video. However all the programs I know make a very small low quality images. But I have very HQ video. And HD video as well. Is there any programm that can make a really good large HQ image from a video?
