How do i put text on to my photo's without having to download any programs?

I have got som really good picture and i'd like to add som text, but the "paint" program on my computer doesnt let you pute the text at an angle what other prgrams can i use ?

fotoflexer (search it on google for the website) It's a free programme where you can add anything on it! It's great :)

You can do it on Paint but it gives poor results. I would D/L or buy an appropriate bit of software such as adobe photoshop elements 8.
