How to make Windows 7 not buggy(Long Q)?

First off. I know for sure it's not viruses or anything. Ok, Timeline: I had Vista, Everything was buggy and I had viruses and all that. I did a CUSTOM install of Win 7 but didn't format or delete the Vista partition. It gave me a Windows.old folder and kept some other folders on my C drive like Python, Xampp, Etc. Windows was still buggy. So I scanned with Avast, MBAM, And SAS. Nothing. I then deleted Windows.old to free up space. I then went back to Vista with my recovery disks, And then did a custom install of Win 7 and deleted the Vista partition with the Win 7 installer. Win 7 didn't activate maybe because I restarted after formatting and before installing. So I went back to Vista once again, And then did a custom install of Win 7 without formatting or deleting the Vista partition again. And then deleted the Windows.old but it's still buggy. Buggy with things like web browsers, iTunes, Programming IDE's, Etc. Notes: I used the Win 7 upgrade disk. When I was installing Windows 7 the last time and it was "Copying Files", I think the screen locked/Went to sleep and when I entered my password Windows 7 was back at the first screen of the install. I think it may have done that a couple times until I turned off the lock. The Windows 7 install didn't take as much time the last time. The last Vista install may have not taken as much time either. Windows updates with 7 were shorter too. After installing Windows 7 this time, I ran camstudio and it froze and the screen started flickering so I had to press the power button to reboot. When I tried to run a C++ file with Geany(Programming IDE) earlier it told me that my home folder was corrupted or something and to run chkdsk. Geany may have told me then and tells me now when I try to build or compile that the create process failed. My programs run but give me an error saying the name of my .cpp file isn't an internal or external command. And finally when I went to run Google Chrome in Sandboxie it told me that a file with Avast was missing and to reinstall Avast. I uninstalled Sandboxie and rebooted and it ran chkdsk or something. Checking for consistency. But it only took a min or two. That might have been because of Geany. I have installed Sandboxie since then and it still does the thing with Avast. Sorry this is so long. You keep saying that you revert back to Vista after you have formatted. You need to do a total format and completely erase the hard drive and all partitions, including the recovery partition. Then do a fresh install of Windows 7. Just make sure you make a disk image once installation is complete.

Your computer is buggy, not Windows, or you're running some weird or unstable software. I've used both Vista and Windows 7 for years without any issues at all.
Looks like you need a new computer. Its not Windows 7.
Since you know you don't have any malware on your PC, that tells me you have spent the better part of your life going to school and getting a degree in the computer field so we can't help you. Now if my statement is NOT correct, you know very little about computers and have absolutely NO clue how much malware really IS in your PC. If the second statement I made is the truth, you most likely don't even have a clue on how to properly run one let alone keep it maintained. Now which is true?
Windows 7 isn't buggy at all. Your hard drive is obviously corrupt, you've clearly explained that. If you aren't going to reformat when you install a new operating system, then you are just wasting your time (and ours). Quit trying to hack this thing together and install it properly... by performing a full format (not a "Quick Format") before you install Windows 7. Do that and everything will be fine.
