What is safe mode?

What should I do if I can not run safe mode?

• After I installed a webcam driver on my laptop and restarted, I received this message: A problem has been detected and windows has been shut down to prevent damage to your computer. Technical information: *** STOP: 0x000000ED (0x8AØA7030, 0xC000009C, 0x00000000, 0x00000000) I did restart and tried all of these options Safe Mode Safe Mode with Networking Safe Mode with Command Prompt Last Known Good Configuration (your most recent settings that worked) Start Windows Normally I have tried all the options above but I keep going round in circles and keep coming back to the above message.   i recently had that annoying problem (you keep getting the blue screen, right?) fortunately i was able to fix it as in ur case, there may be a number of reasons. 1. the graphics card is botched up. if this is the problem, then you should be able to start up ur computer in safe mode. 2. you have hardware problems. to fix this, disable the newly installed hardware(s). but you cant do this. because you cant get inside ur pc (normal mode and safe mode wont work) 3. softwares are the culprit. uninstall newly installed softwares. but same in number 2, you cant access ur pc. 4. corrupted system. reinstall windows. files will be deleted, which isnt really a problem since you cant access ur files anyway. if this didnt fix ur problem (mine wasnt fixed either), then that means ur computer is simply cr5ashing. what i did (after all of the above did not work is i reinstalled my operating system. like i said in number 4, it wasnt really fixed. what i did was i kept restarting my computer until i finally i was able to enter maybe after 20 tries). but the next time i was logging in........... i was back to the same problem, so again i kept on restarting. this happened over and over for maybe a couple of weeks until suddenly, just like how fast it crashed, it suddenly was fixed. hop this helps, but i really got the same problem.
