Answer:

Try this: 1. Make sure you are in the layer with the effect. Hide other layers (if any). 2. Select all (Ctrl+A) 3. Copy merge (Shift+Ctrl+C). 4. Paste (Ctrl+V) the clipboard. It will be on new layer.

Why don't you explain what you really mean. What are you trying to achieve? Not an expert by any means but I make a second layer of my main edit select the layer and the effect layer so they are visible and merge just the visible layers so as to get the effect I want but still have the basic edit layers untouched. No need to shout.
