Why is svchost.exe running and using up 100% of my cpu all the time?

svchost.exe, I found has been taking up all of my cpu usage, letting me not do anything else on my computer while it is running. To use my computer I must disable these processes. When i start up my computer, the computer trys to open a .tmp file each time. The system starts up as normal, then once all the start up programs have started, the svchost.exe runs to processes that each use 30-40% of my cpu. Why is svchost.exe running and how do I fix this/disable it permanently.
