Why won't iTunes let me buy a song?

Why can't I sign into iTunes or buy songs?

• I have had iTunes on my PC for years. Suddenly a couple weeks ago it wouldn't let me buy a song. When I click "buy", it brings up the window asking me for my password. I type in the correct password, click buy. Then nothing. No error message or anything. The downloading window doesn't open. It act as if I didn't do anything. The song will still say "$0.99 BUY" as if I never clicked it. So I signed out completely to see if that worked. Now I can't even sign into my account. I put in my username and password, and it acts as if I haven't done anything. The username and password are not incorrect, because it doesn't tell me anything about that. Nor does it send me error messages. I thought maybe it was because I didn't have the latest iTunes, but when I try to download it from Apple, it does pretty much the same thing, acting as if I didn't click the download button. I even tried a system restore. That didn't work. Please help!
