How can I download the newest Adobe Flash Player when my computer won't let me?

When I go to view a youtube video, where I should see a video I see nothing but a blank white space. I've gone to the site and tried to download the newest Flash Player but when I click the "agree and download" button, sometimes nothing happens and sometimes I get a little popup telling me the security conditions on my computer don't allow for me to download this program. I'm assuming the answer is in the Control Panel, me switching something on or off but I don't know what.
