Bluetooth is HARDWARE and as such, it cannot be downloaded onto your computer. You could go to the store and buy a USB Bluetooth adapter to give your computer bluetooth capabilities though.

Go to your nearest electrics store and buy a bluetooth dongle or get one from ebay for a few quid. If its for a mobile phone then i recommend downloading the proprietary software from the manufacturers website

Blutooth is NOT just a peace of software you install... It is comprised of a transmitter + software.

Bluetooth will work only if you have bluetooth hardware device installed on your computer. If yes than you will have to tell tech support to download it for you (in case if there is warranty on your computer) or post back the question after knowing the bluetooth hardware version. If no than buy a bluetooth usb dongle and supported software disc. Install the hardware and software.
