How to develop a web application?

What technologies can be used to develop a Web based application using JAVA?

I also need a multimedia support, to store mainly images(probably also videos), uploading and retrieving and running a slide show consisting of those images. The application should also support making changes in the images, like darkening a part of the image that is desired by the user of the application.also suggest a datatabase for the same(multimedia).please reply soon...its urgent

Even if you started today, six months from now you might have a portal to the public. Look at ImageMagick and ffmpeg - OSS, Linux, MySQL, JavaEE, 'POJOs in Action' (Manning Publication), Hibernate, and JPA. SAX is better than SOAP (IMHO). YOU will host this monster on YOUR hardware or pay enormous fees to an ISP to configure this as a setup.
