How do i make the graphics for a game and how to start making one?

Hi i have been looking in to game programming for quite some time , i have studied html and visual basic (but im only 13 so didnt get far without error :3) so i want to know what programs are good for coding a game basic 3d game and how do i make the guns or npc's and other graphics like that. so if you could , could u give me and website with a free programming language or if payed i dont mind but i want to know how they make the weapons and npcs for the game and how they animate it and if possible a simple animation program. im on windows 7 and my pc has 4gb ram hopefully i can begin a game whatever the type!
