Have a Background In Gimp Animations?

Does anyone know of a way (or have a link to a tutorial telling how..) to make a background in a GIMP animation using GAP. I'm trying to produce an indie cartoon and I have rather extensive knowledge of GIMP itself but not using GAP. I only need to know how to keep the same background frame-to-frame without having to repeatedly copy-paste from another project.
