How do you make an interactive/clickable map?

Hey I am currently making a website. I understand the basics of html and css coding and I plan on learning the rest when I actually get going. I am currently collecting the data for the content. Anyway I need to make an interactive map. So for example you see a map of South America. There are 12 countries. As you scroll over each country the name appears (through a popup box or on the map). Each country acts as a link to another page. So you click on Argentina and it takes you to a different page. I have seen one way of doing this with Fireworks and Flash. I do not have either of these and cannot afford them. Is there a way of doing this without? Can you do it with just code? Any way of doing it with free software? Do I need to look into another method like javascript or something? I appreciate anysuggestions
