How to make different vBulletin Admins?

I'll be starting my own vbulletin website soon, and i was wondering if there was a way I could create usergroups that are "like" admins, but can't edit the website like making dramatic changes and such. (i want them to be able to moderate, ban users, etc)

I think there is a special group called moderators than can do these kind of things, personally I suggest phpbb over vbulletin, its free and looks better.
