  You can setup a user/password to connect to the database so only a person knowing that user/pass will be able to do it. If you're using windows, you can setup integrated security or make use of groups to allow access to the application so only authorized users on your domain would be able to acces the application. You can develop an application with it~s own user/pass control and through profiles, the application would control the access to system data, not the user with its rights. Only one user/password to keep in oracle and the other information would be inside database. Hope it helps.
