Looks like a simple gif animation to me. Unfortunatley, there is no incredibly simple way of explaining this but I'll do my best. 1) Acquire Adobe Photoshop 2) Start a new image 3) Open the animation window 4) In the first frame, make your design 5) In the next frame, alter your design (Change something. When the gif is saved, it'll be like a mini video. 6) In the next frame, alter your design further 7) Repeat step 6 as many times as needed 8) Click file and save the image 'for web'. Not sure if that'll make sense to you. If you have done any kind of animation before (or are completely new, for that matter) google search for help on photoshop animation. It will be possible to use other software to do this, but photoshop has a lot of blending effects, tools and accessories at your disposal which can prove very useful.
