Actually, it is still possible to do it in Vista, as I do that all the time... Rather than do it through start/run, you want to do it from your start menu, accessories, command line, right click, select run as administrator
Best way is to use "Run As". For Vista it is no longer supplied but SysInternals has provided a tool (for free) that does it http://technet.microsoft.com/en-us/sysinternals/cc300361.aspx
