Forum websites do need some knowledge of code. But if you don't want to learn, you can get a freelance developer to make it for you, though, and you pay him to design your forum (he won't maintain it for you unless you pay him for maintenance). There are free web hosts but they are usually very crap and shove advertisements in your website (advertisements which you do NOT make money from), so my suggestion is to sign up for a relatively cheap web host. The main stream of money from forums is by advertising. Another way is to have exclusive/premium content on your forum that can only be accessed if the guy has a subscription. It's hard to get premium/exclusive content (that people actually want) with a user-regulated forum. You would need to have some dedicated authors writing good content to get members to sign up. As you can see, setting up a money-making forum isn't that easy...You would need to spend a lot of time and attention to it. The cost depends on how great you want your forum to be. The amount of money depends largely on your site-traffic. No advertiser wants to advertise in a dud forum, and even if they offered you, you wouldn't make much money on a pay-per-click scheme (which is the trend nowadays, you would need to generate huge amounts of traffic for advertisers to consider a pay-per-month contract). If you offer premium content, you better make sure that the content is dam good. Usually you would have to get dedicated authors, which would be pretty costly.
