Where can i find a .GIF file creator that will let me upload it as my twitter background?

okay so i tried to upload a .gif file i made on gickr.com but it says on twitter that "your file cannot be animated" but when i saved someone Else's background that was gif and uploaded it as mines it let me upload it . i need some help please!
