I want to create a website but i dont no where to create one HELP ME! PLEASE!?

i want to create a website but i dont no where to create one i thought about pay per play but everyone says its a scam then i thought about webstart but i dont want to upgrade anything or pay for anything lol i just want a simple website kinda like a blog can someone help me out tell me somewhere that i can create a free blog/website id appreciate it soo much ♥
