Yes. First you need to find a web host. I recommend hawk host at hawkhost.com. When you register with one of their plans (I recommend the standard plan) you will be able to also register a domain name (e.g. mydomain.com). After that, you will be set up with an FTP account. I recommend using FileZilla FTP client. After that, download Wordpress (a blog system) from wordpress.org. After that, upload the contents of the folder in your FTP client, follow the instructions on wordpress.org to set up your blog, then you will be set for business.
