Anyone know of an easy LOW-COST way to stream video to a site AND how to Password Protect it?

That depends on what you mean by LOW-COST. It also depends on what kind of web services you have already and what kind of volume of video streaming you are thinking of. You can password protect your video by password-protecting the directories the files are stored in as well as your member pages, then send out a password to people who you want to have access, either automatically or manually. You can post your videos in a wordpress blog. The posts can be password-protected. This works if your volume is low. If you have a lot of flash videos that are being watched, you'll have to get yourself a flash media server, which can run $10 and up a month. I pay less than $10 a month for webhosting that includes unlimited domains and subdomains, and I pay $20 a month for my flash media server. Is that "Low-cost"? To me it's a bargain. When you provide services of value on line, you should be able to find ways to cover your expenses.
