To make a web site you will need just some time to learn basic required langugages. Of course, you will have to start with HTML.. and you can get some info here.. http://www.w3schools.com/ As far as for learning you don't need any money, but when you decide to publish your website.. you will need few dollars to buy a hosting plan, a lot of them are on the internet, and few dollars to buy a specific domain you want.. For social network sites it is dar more difficult to make then just basic web site if you are not into int.. because the basic web site is static and those like social networking web sites are dynamic (and uses harder programming langugaes like PHP or PERL) and of course some databese managment systems (MySql or others) so you can send or retrieve your website data into it. It is not that hard to build things, but requires a lot of time, patience and will. Hope this helps. :)
