Is there a way to limit my download speed , so i can browse the net at the same time i am downloading ?

hi all i like to download a lot but the problem is while downloading the internet become so slow ( and that is natural ) because the downloading takes all the bandwidth . i am searching a way to limit my download speed , so i can do both browsing and downloading at the same time , without having any slow connection . ( i can download up to 300kb/sec ) lets say i limit my downloads to 200kb/sec and use rest 100kb/sec for browsing thanks all for the ideas

Nahh,, there is noo way you can do this.. it all depends on your ISP but they really can't do anything either.. soo sooryy about that..
