How do I create an rss feed for my static website?

Is there a free and easy way to create an RSS feed for new content added to my website in Dreamweaver?

I am a beginner in Dreamweaver CS4 and I am creating a simple, hobby website. I have looked at similar websites to get an idea of content, and several websites that I visit share RSS feeds with each other to promote traffic between them. They use WordPress where the RSS feeds are easy to create and use. Is there a free and easy way that I can use this tool to enhance my site as a beginner, even though I am using Dreamweaver? Thanks.
