Question about website programming plz help!!!?

One of my clients is a photographer and she wants her website to be set up in a way that so that when she uploads a photo for a client to view, the website automatically adds a watermark to said photo.... Now my question is, are there any programming languages that will allow me to program the site to do this, if so can you plz tell me.
